Kyiv's forces have been bearing down on Kherson since Russian Defence Minister Sergei Shoigu ordered his troops on Wednesday to withdraw. Yurii Sobolevskyi, the deputy head of Ukraine’s Kherson regional council, remained cautious about the Russian forces’ intentions.
